Norwalk Police: Man In Van Offered Juvenile Candy NORWALK, Conn. -- A man in a van possibly offered a juvenile candy near Rowayton Elementary School in Norwalk Thursday morning, according to police.Police said the juvenile reported that they were walking on Wilson Avenue near Rowayton Elementary School at 9 a.m. Thursday when a dirty dark blue van with a loud muffler stopped nearby.
