Andrew Cuomo said states are working together to regulate recreational marijuana and vaping products. Malloy's No. 1 (Sort Of): Rated Least Popular Governor In Nation Gov. Dannel P. Malloy, a Democrat, is the least popular governor in the country, with 72 percent of survey respondents disapproving of his job performance, according to Morning Consult. For the fifth quarter in a row, America’s 10 most popular governors are all Republicans. That’s according to the latest edition of Morning Consult’s Governor Approval Rankings, compiled from online surveys conducted with nearly 275,000 registered voters from Jan. 1 through March 31.
