Driver Charged After Crash Killed Woman, CT State Police Say A 63-year-old man is facing charges in a two-vehicle crash on a Connecticut highway that killed a 58-year-old woman.  Mark Herbst, of Hartford, was arrested on Wednesday, Dec. 8, and charged with negligent homicide with a motor vehicle, according to Connecticut State Police.
