The vehicle was running, unoccupied, when Nyaomi James got into the driver’s seat and sped off shortly before 6 p.m. Thursday, they said. Poughkeepsie Woman Charged With Endangering Child A Poughkeepsie woman was arrested for endangering the welfare of a child following an investigation by Rhinebeck Police. Katherine S. Campbell, 29, was arrested Wednesday following an investigation at Astor Services for Children in Rhinebeck, said Sgt. Peter Dunn.
