William Howard turned himself in to police on Thursday, Feb. 25, and charged with 32 counts of forgery following a three-month investigation into irregularities regarding vendor bids in Norwalk, authorities said. Joan Michale Chacua, of Norwalk, was arrested on Wednesday, Dec. 30, by members of the Norwalk Police Department Special Victim’s Unit, said Sgt. Sofia Gulino. Christopher Harris, 49, of Bridgeport, was last seen on Saturday, Dec. 12, after leaving for a job in Greenwich, police said. Harris never returned home from the job and family members contacted police. He is said to be a diabetic and may be in need of medication.
