Luis Rivas originally faced attempted murder charges before agreeing to be tried as an adult, Ocean County Prosecutor Bradley Billhimer said. About 6:45 p.m. on Tuesday, Brick police observed a driver commit several motor vehicle offenses near Cedar Bridge Avenue and Route 70. K-9 officer Scott Smith and his K-9 partner Echo conducted a sniff search of the vehicle during which the police dog provided a positive indication for the presence of narcotics.
