The mixed-breed tan and black colored dogs, estimated to be between 20 and 40 pounds, were then struck and killed by passing cars, police said. Javier Garcia, 39, of Hatfield, Pennsylvania was driving on Route 202 south near Summer Road when he crashed shortly after 2 a.m. on Sunday, Aug. 9, Readington Township police said in a release. Garcia refused to submit to breath testing and was later arrested and served a DUI. He was also charged with refusal to submit to breath testing, reckless driving and failure to possess credentials, authorities said. He was released to a friend.
