Wayne PD: Detective Busts Fugitive Shooting Heroin In Pickup Off Route 23 WAYNE, N.J. -- A Morris County fugitive was preparing to shoot heroin in a pickup truck off Route 23 when a Wayne police detective showed up, authorities said. Detective Paul Kindler approached the black 2014 Toyota Tacoma in a remote area off the highway and saw Jason Devonmille, 36, of Kinnelon, opening a bag of the drug, Detective Capt. Laurence Martin said Wednesday. Inside the truck were several used bags, along with 15 full ones, a tourniquet and a hypodermic needle, he said.
