Westchester County is taking a major step forward in addressing the need for affordable housing with a $10 million allocation for the purchase of property in downtown White Plains, officials announced. Wayne A. Kellogg, 93, formerly of Hannibal passed away December 15, 2024, after a long illness at Seneca Hill Manor after residing at The Gardens in Oswego. He was born in Hannibal, NY to the late Howard and Gertrude Kellogg. Wayne held a lifelong love of music. During his time in high school, he played in several bands and orchestras, entertaining all over the area.
