Thomas Manuel, 25, of New London, was arrested around 12:30 p.m. Tuesday, June 30, on an active arrest warrant, according to New London Police. The case began on March 15 when a victim flagged down a New London officer and reported that he had been shot at. The victim led officers to the area of Rosemary Street and Bolles Avenue, where police said they found several spent shell casings at the scene.
