Woman Retrieving Dog Struck, Killed On Capital Region Highway A woman was struck and killed on a highway in the region while trying to retrieve her dog, authorities said. The incident happened at around 10:15 p.m. Sunday, March 26, on I-787 in Albany, according to New York State Police. Troopers said the woman, identified as Noella Boucher, age 82, of Sorel-Tracy, Quebec, Canada, was in the southbound lanes near exit 1 after grabbing her dog when she was struck by a car.
