Driver High On Drugs Crashes In Wilton, Police Say A 34-year-old man is facing felony charges after driving under the influence of drugs and crashing into another vehicle in Saratoga County, police said. Joseph Gilligan, of Greenfield, was arrested around 1 p.m. Thursday, June 19, after Saratoga County sheriff’s deputies responded to a complaint on Route 9 in the town of Wilton.
