Police have arrested a second Hartford man in connection with a September shooting outside a Waterbury bodega that left a 29-year-old dead.
Frank Garay, of Hartford, was shot and killed outside a corner store at 94 Charles Street on Sept. 15, police said. He was weeks away from his 30th birthday.
Investigators quickly arrested 37-year-old Latroy Young, of Hartford, soon after the killing, but the second suspect remained at large for weeks, authorities said. That changed on Monday, Nov. 10.

A 39-year-old Newark man was convicted on Friday, Nov. 22 of gun possession following a two-day trial, authorities said.
In September 2021, Keiron Murray and another man were standing in front of a vacant lot at 169 Chapman St. in Orange, Essex County Prosecutor Theodore Stephens II said. The officers instructed the men to leave the area, Stephens said. Two Hudson Valley men are behind bars after being charged with gun and narcotics possession following a traffic stop.
The incident occurred in Orange County on Monday, June 10, in the city of Newburgh.
According to Trooper Steven Nevel of the New York State Police, Troop F Community Stabilization Unit (CSU) members were patrolling South Street in Newburgh when they spotted a 2005 gray Honda Pilot in violation of traffic laws.
