Three Norwalk Teens Charged With Stealing Car NORWALK, Conn. -- Three Norwalk youths were charged with stealing a car Monday, according to police. Kenneth Mims, 18, along with a 17-year-old and a 16-year-old, all were charged with third-degree larceny and conspiracy to commit third-degree larceny. Victor Strong, 36; Anwar Carter, 34; Ernest Smith, 33; and Jisceton Cobb, 18, were each charged with three counts of conspiracy to commit first-degree larceny and possession of burglar tools.
