Ottahu Holder, 52, of Hartford, was arrested after officers were sent to an apartment in the 100 block of Washington Street just before 7 p.m. Sunday, March 8, to check on Linda Anthony, Hartford police said.  When officers arrived, they tried to enter the apartment.
