Officers arrived to find the person lying in the road under their work truck. Vernon Police, Vernon EMS, and the Vernon Fire Department gave aid. The victim was taken to Hartford Hospital. Kogut, 59, of Chicopee, was shot in the 100 block of Dayton Street in Chicopee on Sept. 23, the Hampden County District Attorney's Office said.
